II. Requirements for Heating Coal Quality and Temperature

2.1 In accordance with national standards, based on the actual heating needs of the 3523 Company and environmental protection requirements: the sulfur content of heating coal shall not exceed 1.2%.

2.2 The quality of heating coal this year will be mainly based on whether the temperature meets the standard.

2.2.1 Parameters of heating area for factory buildings, boiler rooms, and staff apartments: Boiler room heating area 1784㎡, receiving and dispatching room 200㎡; Staff living apartments 15000㎡; A total of 70984㎡.

2.2.3 Temperature Requirements: The temperature inside Workshop No. 1 and Workshop No. 2 shall not be lower than 0℃; The temperature of each household in the staff apartment living area shall not be lower than 22℃; The temperature of the security room and receiving and dispatching room shall not be lower than 22℃; The temperature of each office in the office buildings attached to Workshops No. 1 and No. 2 shall not be lower than 20℃.

2.3 Heating period: October 24, 2018 to April 5, 2019 (depending on the weather temperature, the deviation value y∈【-3,3】)

2.4 Budget bid limit total amount: 1.15 million yuan (1.15 million yuan). The price of each bidder cannot exceed 1.15 million yuan.

2.5 Thermometer requirements. The quantity and brand of thermometers shall be selected by the purchaser in accordance with national standards, purchased by the winning bidder, and installed under the guidance of the purchaser.

III. Bidding Method: Open Bidding

Evaluation Method: Based on ensuring quality and temperature, the lowest price will be used as the basis for selecting the winning bid among those lower than the 3523 Company's bid limit.

IV. Bidder Qualification Requirements

4.1. The bidding unit has good credit.

4.2. The bidding unit must be a sales or manufacturing enterprise, and have relevant business qualification certificates.

4.3. This bidding does not accept joint bids from two or more suppliers.

V. Qualification Review

Before bidding, suppliers must pass the registration and qualification review process and pass the qualification review of Liaoning Jihua 3523 Company before they can bid; Those who fail the qualification review are not eligible to participate in the bidding.

VI. Explanation of Bidding Documents Fees and Bid Security Deposit

6.1 This bidding will charge a bidding document fee of 600 yuan, please pay the bidding document fee by telegraphic transfer. Payment time: the same day as the registration deadline. If you need an invoice, please take the payment certificate to the 3523 finance department to issue an invoice.

6.2 Bidders should submit a bid security deposit of the specified amount asBidding Documentspart of the amount, which is 40,000 yuan, paid by telegraphic transfer. Finance contact number: 024-78717957, payment time: the same day as the registration deadline.

6.3 After the contract is signed, the bid security deposit will automatically become the contract performance bond. If the bid security deposit is not paid in time, you will not be eligible to bid on the opening day or the bid will be invalid. The bid security deposit of the unsuccessful companies will be returned in full on the day with the receipt, or will be returned in full without interest within 7 days.

VII. Settlement Method

7.1 Within 3 days of the signing of the winning bid contract, the supplier shall deliver coal according to the purchaser's planned needs.

November 30, the purchaser shall pay 10% of the total amount to the winning bidder, the supplier shall deliver coal according to the purchaser's planned needs, and issue a value-added tax special invoice of the same amount;

December 31, the purchaser shall pay 10% of the total amount to the winning bidder, the supplier shall deliver coal according to the purchaser's planned needs, and issue a value-added tax special invoice of the same amount;

January 31, the purchaser shall pay 10% of the total amount to the winning bidder, the supplier shall deliver coal according to the purchaser's planned needs, and issue a value-added tax special invoice of the same amount;

February 28, the purchaser shall pay 10% of the total amount to the winning bidder, the supplier shall deliver coal according to the purchaser's planned needs, and issue a value-added tax special invoice of the same amount;

March 31, the purchaser shall pay 10% of the total amount to the winning bidder, the supplier shall deliver coal according to the purchaser's planned needs, and issue a value-added tax special invoice of the same amount;

April 5, the purchaser shall pay 10% of the total amount to the winning bidder, the supplier shall deliver coal according to the purchaser's planned needs, and issue a value-added tax special invoice of the same amount;

May 30, the purchaser shall pay 10% of the total amount to the winning bidder, the supplier shall deliver coal according to the purchaser's planned needs, and issue a value-added tax special invoice of the same amount;

June 20, the purchaser shall pay 25% of the total amount to the winning bidder, the supplier shall deliver coal according to the purchaser's planned needs, and issue a value-added tax special invoice of the same amount;

The remaining 5% is the quality assurance deposit, which will be settled after the company's bidding committee and bidding team hold a heating period quality review meeting, based on a comprehensive evaluation of the quality and service of the entire heating period. If the evaluation is excellent, the remaining 5% will be paid in full; if the evaluation is good, 3% of the remaining amount will be paid; if any quality accidents occur during the heating period, the quality assurance deposit will be withheld and will not be returned.

VIII. Bidding Address and Relevant Requirements

8.1. Registration Time

September 15-17, 2018 (8:00-18:00, except Sunday)

8.2. The opening time is tentatively scheduled for 13:30 on September 19, 2018, at the small meeting room on the 3rd floor of the No. 1 factory building of the 3523 Company. If there are any other changes, a separate notice will be given.
