Liu Mingzhong pointed out that all enterprises in the textile and dyeing sector should emancipate their minds, change their thinking, and implement responsibilities. Following the principle of "production based on sales, sales promoting production, production based on efficiency, and efficiency promoting production," they should comprehensively clear inventory and effectively reduce finished product and commodity inventory; reduce procurement costs through "centralized bidding and decentralized purchasing"; break the constraints of income distribution, strengthen distribution mechanism reform, continuously stimulate the enthusiasm and creativity of personnel in marketing, technology, management, and frontline operations, invigorate enterprises, and ensure the full completion of annual budget tasks.
