At the meeting, He Keran put forward five requirements for strengthening the work of discipline inspection and supervision and effectively improving the quality of anti-corruption work. First, leaders of all enterprises should firmly establish the consciousness of the "top leader's" purpose. The "top leader" of Jihua enterprises must be officially qualified, with solid ideology; must uphold the working style of democratic centralism; must model the observance of laws and regulations; and must also strictly manage their "friendships." Second, the Party committees of all enterprises should strictly implement the "three major and one important" collective decision-making system, actively learn and master the various provisions of the "three major and one important" collective decision-making system, improve supporting measures, check the implementation status, effectively address outstanding issues, and promote the implementation of the system. Third, all enterprises should strictly implement various production and operation regulations, not only should they set aside special time to systematically study relevant policies and regulations of the state, the State-owned Assets Supervision and Administration Commission, and the two-level groups, but leading cadres should also lead by example and strictly enforce various management systems. Fourth, we must continue to vigorously carry out ideological education and supervision and inspection on preventing corruption and resisting change.
