According to the unified deployment of the SASAC Party Committee, from April 3, 2018, to June 9, 2018, the fifth inspection team of the SASAC Party Committee conducted an inspection of the Party Committee of XinXing JiHua Group Co., Ltd. The inspection team adhered to the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the spirit of the 19th National Congress of the Communist Party of China, adhered to the general work guideline of seeking progress through stability, adhered to the functional positioning of political inspection, earnestly implemented the central inspection work guidelines, used the "four consciousnesses" as a political benchmark, took resolutely upholding General Secretary Xi Jinping's core position, and upholding the authority and centralized, unified leadership of the Central Committee as the fundamental political task, and carried out supervision and inspection around the Party's political construction, ideological construction, organizational construction, style of work construction, disciplinary construction, the fight against corruption, and the implementation of inspection rectification, closely focusing on the responsibilities of the inspected Party organization, focusing on the leadership team and the key minority, thoroughly searching for political deviations, and giving full play to the political supervision, organizational supervision, and disciplinary supervision roles of inspection. Through widely conducting individual talks, earnestly handling letters and visits from the masses, reviewing relevant documents and materials, and gaining an in-depth understanding of the situation, the inspection task was successfully completed. Du Yuanquan pointed out that the Party Committee of XinXing JiHua Group Co., Ltd. earnestly implemented the Party's guidelines, policies, and the work deployments of the SASAC Party Committee, conscientiously implemented the main responsibilities of the Party Committee, and achieved full coverage of internal inspections of secondary enterprises. During the inspection, the inspection team found and the cadres and masses reflected some problems, mainly: First, the role of the leading core of the Party was not fully played, and the implementation of the spirit of the 19th National Congress of the Communist Party of China and the Party Central Committee's decisions and deployments on adjusting the structure and achieving high-quality development was not in place; strengthening the Party's leadership over state-owned enterprises was not solid enough; and learning and education was not deep enough. Second, there were weak links in the Party's organizational construction, the selection and appointment of personnel was not standardized; and the construction of grassroots Party organizations needed to be strengthened. Third, the Party's strict governance was not forceful enough, with formalism, bureaucratism, and privilege phenomena; supervision and discipline enforcement were weak and soft; and the discipline inspection and supervision force was weak. Fourth, the group's control was not in place, supervision of its affiliated enterprises was weak, investment management was not standardized, and there were many risk points in cooperation with private enterprises. Fifth, there were gaps in inspection rectification, and the problem of large-scale non-main business areas had not been fundamentally changed. Du Yuanquan put forward four rectification opinions: First, improve political standing and innovate development concepts. Strengthen ideological guidance and build a strong leadership team. Zhang Zhenmin required that the Party Committee of XinXing JiHua Group Co., Ltd. should enhance the "four consciousnesses," embody the "two safeguards" in actions and implement them in work, and continuously and deeply study and implement Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China. Zhang Zhenmin emphasized that inspection rectification is a touchstone of the "four consciousnesses" and an important yardstick for testing the "two responsibilities."
