Xue Fengwei, chairman of the Shenyang Municipal Federation of Trade Unions for National Defense and Central and Provincial Enterprises, attended the meeting to provide guidance. 64 members (employees) representatives from 3523 Company participated in the meeting.

At the meeting, Comrade Wang Ran, on behalf of the first session of the Jihua 3523 Company Trade Union Committee, delivered a work report entitled "Upholding the legitimate rights and interests of employees, promoting the healthy development of enterprises, striving to create a new situation for trade union work, and escorting the transformation and upgrading of enterprises." The report comprehensively reviewed the achievements and honors made by the company's trade union in the past five years, as well as the work goals and main tasks of the trade union in the next five years. The report pointed out that in the past five years, under the leadership of the company's Party committee and the higher-level trade union, the company's trade union has earnestly implemented Deng Xiaoping Theory, the important thought of Three Represents, and the Scientific Outlook on Development, adhering to the work guideline of "upholding the legitimate rights and interests of employees and promoting the healthy development of enterprises." It has closely followed the central work of the company's Party and government, fulfilled the basic functions of the trade union, played the role of bridge and link of the trade union organization, mobilized and stimulated the enthusiasm and creativity of the vast number of employees, and effectively promoted the healthy and harmonious development of all aspects of the company's work. It also pointed out that in the next few years, the company's trade union will continue to be guided by the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth, and Fifth Plenary Sessions of the 18th Central Committee, centering on promoting the reform and innovative development of enterprises, and taking the construction of a harmonious enterprise as the main line. It will continuously improve the ability of the trade union organization to serve enterprises and employees, strengthen the construction of the employees' home, further unify thinking, enhance understanding, enhance the sense of responsibility and mission, lay a solid foundation in strengthening organizational construction, build a learning-oriented, service-oriented, and innovative trade union organization, and strive to achieve the company's goals of reducing losses and increasing profits, reducing costs and increasing efficiency, healthy and harmonious, and scientific and stable development.

At the meeting, Comrade Lv Haiyang, on behalf of the first session of the Jihua 3523 Company Trade Union Finance Examination Committee, delivered a work report, detailing the income and expenditure and surplus of funds during the tenure of the previous trade union committee, and providing an examination opinion.

During this period, under the supervision of the election supervisors of the congress, the attending members (employee) representatives elected the members of the second session of the Jihua 3523 Company Trade Union Committee by secret ballot, and elected the members of the second session of the Jihua 3523 Company Finance Examination Committee by equal election. Among them, Ma Yunpeng, Wang Ran (female), Guan Yang (female), Tong Shengli, Meng Dan (female), Zhao Chuanjie, Hao Zhongyu, Xu Jialin, and Gao Song (female) were elected as members of the second session of the 3523 Company Trade Union Committee; Lv Haiyang, Sun Hongguang, and Zhang Yu (female) were elected as members of the second session of the 3523 Company Finance Examination Committee.

Subsequently, the congress unanimously adopted the resolution (draft) of the congress.

Tong Shengli, executive director and Party secretary of 3523 Company, on behalf of the company's Party committee, congratulated the newly elected members of the two committees and put forward several requirements and suggestions on how the new trade union committee should focus on the company's production and operation in the new economic normal and take effective measures to do a good job in guaranteeing work. First, it should be the "main force", leading the broad masses of employees to be the vanguard of changing ideas, the role model for promoting development, and the model for promoting harmony; second, it should strengthen the "backbone", enhance the firmness in upholding the overall situation, the initiative in serving employees, and the creativity in doing a good job, earnestly fulfilling its responsibilities, and mobilizing, uniting, and bringing into full play the enthusiasm and creativity of the broad masses of employees to the greatest extent; third, it should consolidate the "main position", paying attention to the implementation of the education on the company's production and operation situation among the masses of employees, and actively guiding public opinion.

Xue, chairman of the Shenyang Municipal Federation of Trade Unions for National Defense and Central and Provincial Enterprises, delivered an important speech. He said that the company's trade union has achieved remarkable achievements in all aspects of its work, and hopes that the company's trade union will continue to maintain a good momentum of development. On the eve of the full implementation of the "13th Five-Year Plan", it should aim high, be bold in innovation, perform its duties, and on the basis of consolidating and developing the achievements of trade union work, continuously write a new chapter in the innovative development of trade union work.

The congress successfully completed all its agenda items and concluded successfully to the music of "Xin Xing Jihua Si Ge".

On the same day, the first plenary meeting of the second session of the 3523 Company Trade Union Committee and the Finance Examination Committee was held. At the first meeting of the Trade Union Committee, Wang Ran was elected chairman of the trade union, and Guan Yang was elected vice chairman of the trade union. At the first meeting of the Finance Examination Committee, Lv Haiyang was elected director.
