At the meeting, Tong Shengli, in accordance with the regulations and requirements of Shenyang's central and provincial enterprises' work committee, gave a detailed explanation of why the "concentrated talks" were being held, how to strictly adhere to the bottom lines of discipline, and how to uphold discipline and rules. He pointed out that the purpose of this conversation was to internalize and externalize the "four consciousnesses," "six disciplines," and "four bottom lines" among the Party's leading cadres, further unifying the thoughts and actions of the Party's leading cadres and enhancing their morale. Wang Ran, the company's Party Committee vice secretary, secretary of the Discipline Inspection Commission, chairman of the trade union, and deputy general manager, pointed out that the "concentrated talks" held by the Party Committee and Discipline Inspection Commission further implemented the Party Committee's primary responsibility and the Discipline Inspection Commission's supervisory responsibility. In addition, these talks were held in response to the current grim and complex situation in Party conduct, integrity, and anti-corruption, the insufficient extension of strict Party governance to the grassroots level, and insufficient pressure transmission, as well as the weak discipline awareness and lack of bottom-line thinking among some Party cadres.
