III. Bidding Method: Invitation to bid, based on the demander's technical requirements and quality standards, the lowest price will be awarded.

IV. Basic Requirements for Bidding Qualifications

1. The bidding unit has good credit.

2. The bidding unit must be a mold professional manufacturing enterprise.

3. This bidding does not accept joint bids from two or more suppliers.

V. Qualification Audit

Suppliers must pass the qualification audit of Liaoning Jihua3523 Company before bidding. Those who have not passed the qualification audit are not entitled to participate in the bidding.

VI. Registration Methods and Requirements

1. Registration deadline:

August 8-9, 2018 (8:00—15:00) Not accepted from 12:00 to 13:30 noon.

Not accepted at other times.

1.1 The bidding time is tentatively scheduled for August 10 at 10:30, and the bidding time will be notified separately if there are other special circumstances.

1.2 Note: Before entering the opening meeting room, please seal the bidding documents. If unsealed bidding documents are found, 3523 Company will refuse to accept them.

1.2.1 One day before the opening, each bidding company will pay a bidding security deposit of 50,000 yuan to the 3523 company's finance department, or electronically remit the 50,000 yuan security deposit to the Liaoning Jihua 3523 account. Bidding companies that remit electronically should go to the 3523 finance cashier to issue a receipt for the bidding security deposit before the opening, and this receipt will serve as proof that 3523 Company has received the sealed bidding materials.

1.2.2 Bidding document fee: According to the regulations, the bidding document fee is 600 yuan. Please pay the bidding document fee to the 3523 company's finance department one day before the opening.

1.2.3 On the opening day, each bidding company should prepare a set of samples according to the technical requirements, and the company will conduct on-site inspection on the opening day.

1.4 Bidding documents that arrive late or are not sent to the designated location will not be accepted by the bidder.

VII. Registration, Qualification Audit, and Bidding Process:

1. Please send, mail, or fax the registration materials to the registration location within the specified time.

2. Our company will conduct a qualification review of the materials of the registered units,After confirming that they are qualified bidders, our company will send a bidding letter to the bidders within the valid time.

VIII. Evaluation Method

    1. Evaluation Group

  The bidder will set up an evaluation group for the bidding and procurement project, whose members will be the chief accountant,Production manager, financial manager, technical, quality inspection manager, price audit manager, comprehensive management department manager, etc.

2. Evaluation Principles

（1) The evaluation work strictly adheres to the principles of fairness, impartiality, and selection of the best;

（2) Treat all bidders who meet the substantive requirements of the bidding documents equally;

（3) Determine the optimal scheme based on the scoring standard;

3. Evaluation Standard

Round the scores to two decimal places. The main evaluation factors are as follows:

The score distribution for each part is as follows:

PA: Quotation part           Full score 60 points

PB: Qualification and strength part       Full score 4 points

PC: Sample score           Full score 36 points

The final scores for PA, PB, and PC parts are the arithmetic mean of the scores from each evaluator.

Total scoreP: P = PA + PB + PC

4. Evaluation steps

  (1) Eligibility review. Based on the laws, regulations, and provisions of the bidding documents, the qualification certificates, bid bonds, etc. in the bidding documents will be reviewed to determine whether the bidder is qualified to bid. If the bidder is not qualified to bid, does not meet the qualification standards stipulated in the bidding documents, or provides incomplete qualification documents, it will be treated as an invalid bid.

  (2) Compliance review. Based on the provisions of the bidding documents, the validity, completeness, and responsiveness of the bidding documents will be reviewed to determine whether the bidder has made a substantive response to the bidding documents.

Substantive deviation refers to:①Substantially affecting the scope, quality, and performance of the contract; ②Substantially violating the bidding documents, restricting the purchaser's rights and the winning supplier's obligations under the contract; ③Unfairly affecting the competitive position of other bidders who have made substantive responses. Bidding documents that do not substantially respond will not be evaluated, and their bids will be rejected.

   (3) Inquiries and questions. For unclear content, inconsistent descriptions of similar issues, or obvious errors in text and calculations in the bidding documents, the evaluation team may require the bidder to provide clarification, explanation, or correction in writing, but it cannot exceed the scope of the bidding documents or change the substantive content of the bidding documents, and it must be signed by the legal representative or authorized representative.

   (4) Evaluation and scoring. According to the evaluation methods and standards stipulated in the bidding documents, the bidding documents that have passed the eligibility review and compliance review will be evaluated, comprehensively compared and evaluated, and the bidders will be ranked.

（5) Evaluation report. The evaluation team will prepare an evaluation report based on the original evaluation records and evaluation results signed by all members.

5.In any of the following circumstances, the bid will be treated as invalid:

（1)Failure to submit the bid bond in accordance with the stipulated time and amount;

（2) Failure to seal, sign, and stamp in accordance with the requirements of the bidding documents;

（3) Failure to meet the qualification requirements specified in the bidding documents;

（4) The validity period of the bid document is less than the specified period;

（5) Failure to meet other substantive requirements stipulated in laws, regulations, and bidding documents；

   6. In any of the following circumstances, the bid will be rejected:

  (1) Fewer than 3 bidders meet the professional conditions or make a substantive response to the bidding documents;

   (2) Fewer than 3 bidders meet the procurement budget;

   (3) Illegal or irregular acts that affect the fairness of the procurement occur;

   (4) The final interpretation right of this bidding belongs to 3523, and 3523 has the right to cancel the bidding without stating the reason.
