10From July 21st to 23rd, JiHua Group held the first round of 2014 budget report meetings for its affiliated enterprises. The meetings provided supervision for each enterprise's 2014 budget preparation work, emphasizing adherence to the "three roots" principle: rooting in the market, rooting in the grassroots, and rooting in projects. JiHua Group's Party Committee Secretary and Vice Chairman, He Keren, General Manager Li Xuecheng, and other leadership team members attended the meeting and offered comments.
At the meeting, 35 JiHua Group affiliated enterprises reported on the organization of budget preparation, the completion of the 2013 budget, the 2014 budget targets, key project promotion plans, and specific project support measures.
Based on the reports, Li Xuecheng put forward five specific requirements for the 2014 budget preparation work of each enterprise: First, in addition to the existing principles of "rooting in the market and rooting in the grassroots," the principle of "rooting in projects" should also be followed, achieving "three roots"; Second, budget preparation should be combined with the 12th Five-Year Plan and the three-year rolling plan, continuing to adhere to the three internal enterprise benchmarks; Third, budget preparation should have a reasonable growth rate, ensuring that profit growth exceeds revenue growth; Fourth, budget indicators should be mutually matched; Fifth, a sense of urgency should be enhanced, fully leveraging people's initiative.
While emphasizing the adherence to the "three roots" principle in budget preparation, He Keren also put forward four requirements for the enterprises' budget work: First, the budget must reflect advanced indicators and align with the three-year rolling plan; Second, the Group's "225" management innovation system requirements must be integrated into the budget preparation work and the 2014 work plan; Third, the project's advancement and achieving of production and efficiency targets must be scientifically and meticulously arranged, achieving increased income and benefits through the completion of projects and comprehensive promotion. Projects that achieve production and efficiency targets should be evaluated according to the benefit indicators in the original project feasibility study report and incorporated into the 2014 budget indicators; Fourth, incremental budgets should be further clarified, ensuring the budget preparation work is truly implemented.
The meeting requested affiliated enterprises to revise and improve their 2014 budget work based on the opinions and suggestions of JiHua Group's leadership. It is understood that this year, JiHua will use the method of "enterprise report—block diagnosis—group review—enterprise rectification" to supervise each enterprise's budget preparation. Based on this report, the JiHua leadership team will listen to budget reports by block next week and conduct on-site guidance in groups.
