Heads of eight sectors or regional companies, including Ji Hua Shares, Ji Hua Investment, Ji Hua Guoma, professional clothing, textile printing and dyeing, professional footwear sectors, and Nanjing Company, Tianjin Company, Liaoning Industrial Park, and Qinghai Company, made key reports on the 2014 budget preparation work, covering the organization of budget preparation, the completion of the 2013 budget, 2014 budget targets, key project promotion plans, and specific measures for project support.
After listening to the reports, Liu Mingzhong pointed out the common problems existing in budget preparation among various sectors or regional companies. He required that the 2014 budget target preparation and future work of the Ji Hua sector should follow the 24-character guideline of "adjusting structure, promoting transformation, strengthening innovation, grasping reform, strictly assessing, controlling risks, improving quality, and increasing efficiency." He proposed continuing to emancipate the mind, liberate productivity, foster an innovative atmosphere, and achieve better and faster development for Ji Hua. He pointed out that "adjusting structure and promoting transformation" means focusing on product structure adjustment and achieving the transformation and upgrading of emerging industries and enterprises; "strengthening innovation" means achieving product innovation, business model innovation, organizational structure innovation, and financial innovation; "grasping reform" means effectively reforming the marketing, technology, R&D, and procurement systems; "strict assessment" means conducting strict assessments according to regulations; "controlling risks" means establishing a control model in the existing trading system, newly established modern logistics, and new projects to minimize risks; finally, through the above six points, "improving quality and increasing efficiency" will promote the successful completion of the 2014 budget targets for the Ji Hua sector.
Liu Mingzhong emphasized that budget preparation should adhere to the principles of being rooted in the market, grassroots level, and projects. Market refers to a market that can truly achieve three times the growth to secure double the development. Grassroots level refers to the fact that the "225" management innovation system must be deeply ingrained, eliminating formalism and effectively playing its role. Projects not only refer to investment projects but also include all the difficulties and key issues in our enterprise, which should be managed as projects with deadlines, assigned persons responsible, and performance requirements. Liu Mingzhong required that budget indicators must meet four benchmarks: benchmarking against the company's best historical performance, benchmarking against the best three months of 2013, benchmarking against the advanced level of the same industry, and benchmarking against international advanced levels.
At the meeting, He Keran also put forward four requirements regarding the Ji Hua Group's study of the chairman's speech and the next phase of budget preparation work. First, through studying the chairman's speech, further enhance the confidence of the vast number of cadres and employees in doing the current production work, continue to emancipate the mind, broaden thinking, reform and innovate, and promote the better and faster development of the enterprise; second, according to the guiding ideology put forward by the chairman, quickly revise and improve the budget plan to ensure the advanced and scientific nature of the budget indicators; third, launch layer by layer, and promote all levels of party committees and enterprise leadership teams to take the study of the chairman's speech as the guide, pool wisdom, and organize everyone to actively complete the budget preparation and revision work; fourth, do a good job in reporting to the Group's budget preparation inspection team, and make sufficient preparations according to the three aspects of the report outline: the actual operation of the "225" management innovation system, production and operation work, and next year's plan.
It is reported that after this meeting, the Ji Hua sector budget preparation inspection team, led by Liu Mingzhong and He Keran, will immediately set off to visit affiliated enterprises to supervise the 2014 budget preparation work on site.
