I. Bidding Content
Liaoning Ji Hua 3523 Company bulletproof vest liner project.
Quantity: Approximately 167,610 pieces (the specific quantity will prevail).
II. Technical Requirements: Produce according to military technical and quality requirements. (Specific technical and quality requirements are detailed in Appendix 1).
III. Bidding Method: Open bidding, based on military technical requirements and quality standards, using the lowest bid as the winning method.
IV. Bidder Qualification Requirements
1. The bidder has good credit;
2. The bidder must be a professional manufacturing enterprise, and possess relevant production and operation qualification certificates;
3. Possesses corresponding production capacity, quality assurance capability, and risk resistance capability;
4. This bidding does not accept joint bids from two or more suppliers.
V. Qualification Review
Suppliers must pass the qualification review of Liaoning Ji Hua 3523 Company before bidding; those who fail the qualification review are not eligible to bid.

(3) Company scale (self-taken photos of the company's factory buildings, major large-scale equipment, etc., requiring no less than 5 photos)
(3) Relevant documents and materials that prove the supplier's good credit, ability to undertake this bidding project, corresponding production capacity, necessary information communication capabilities, and quality assurance capabilities. Note: If there is a military industrial secrecy qualification certificate, please provide it.
